Florida Tattoo Artist License (Department of Health) · 2-day courses

Permanent makeup is its own Florida license

In Florida, permanent makeup is regulated as tattooing. Practicing it requires a Tattoo Artist License issued by the Florida Department of Health. It is not an add-on to an esthetics or cosmetology license, and it is not a certificate-only skill: you can hold this license without holding any other beauty license.

You must be at least 18 years old.
Complete a Department-approved bloodborne pathogens and communicable diseases course with a passing score of at least 70%.
Apply to the Florida Department of Health with proof of course completion, a government-issued photo ID, and the $60 state fee (local county fees may apply).
Work from a licensed tattoo establishment, or license your own facility ($200 state fee plus a biomedical waste generator permit).
The license renews annually.

Florida does not mandate specific PMU training beyond the bloodborne pathogens course, but our two-day courses give you the hands-on skill and certification to work safely and get hired. Full steps are on our licensing guide.
